I’ve lived in my housing association flat for 23 years and been trying to buy it ever since with accent group but they keep refusing me 
can I contest this?

       Many years ago I lived in a housing association house and their rules were you weren't allowed to buy the property you lived in, instead they gave you money towards a property on the open market. That is the reason I got to buy my present home that I have now lived in for 30 years.  I'm sure your housing association would have to give you a reason for not allowing you the right to buy.
