Phoned DWP about MR decision

I phoned the line earlier today to check if there was a decision on my MR as it's been 7 weeks was told a decision was made on Friday and unfortunately it's still a no I'm now waiting for the letter I am planning on appealing my question is is it better to do a paper based or to go in person 
While already making myself suffer the calls I also found out I'm still on waiting list for wca the waiting is really starting to get to me

    Paper based appeal decisions have a very low success rate of between 3-8%. For this reason it's not advised to request this and appearing in person (or by telephone as most still are) is by far the best option.
    For the WCA there's long backlogs in a lot of areas.

    I'm aware which is why I'm not surprised I'm still waiting

    I hi had a paper based MR after a change of circumstances resulted in a same as before award notification letter. Having requested my PIP assessment report I produced my MR report going through each descriptor in relation to the assessment report. When the official award notification letter arrived I telephoned the DWP requested an MR I was offered a over the phone consultation but I declined and informed them my MR was being posted that afternoon. When producing my MR I broke down all the assumptions and presumptions made by the HP who produced the report using a lot of cut and paste responses to my presumed abilities. My award was upgraded from 8 points daily living to 14 points.

    MR's are always paper based. For the MR a different decision maker looks at the award again and makes another decision. Sometimes a decision maker will ring before making a decision but this doesn't always happen, if they do this then this isn't an assessment.
    In this case, saram has already requested the MR and the decision remained the same, if you read the thread. This means they now need to request the Tribunal.
