Change in Circumstances

Hi all,
I was wondering if anyone could offer me some advice. My Mum is stressing because my older Brother is being asked to vacate his private rented flat and wants to move back home with my Mum who lives in a rented housing association property.
I was wondering if anyone could tell me how it will affect her if my Brother were to move in with her please?
These are the details she's told me. Please correct me if I need to refine any information from her...
She currently resides alone in a 3 bedroom home and so is affected by the bedroom tax.
My mum receives ESA - severe rate (is severe rate the right term? She's not capable of ever working so she would be in the support group?)
PIP - middle rate (mobility component and daily living not counted as income)
she said she also receives some kind of additional payment as she doesn't have a carer.
Does this make sense to anybody?
If so would she receive any deductions to her benefits and or council tax, housing benefit and is their an approx figure of what would my Brother be expected to contribute each month?
Does having savings matter and if so what is the threshold?
Also I believe she reaches state pension age in October 2023. How would this affect all the above?

My Brother isn't disabled, he works full time. He's toying with the idea of becoming her carer but I've advised him that he works too many hours to be able to do that.0

If he moves in her housing benefit will go up because she will only have one spare bedroom not two. Instead of having to pay 25% of the rent she will only have to pay 14%.
Because she gets PIP he will not be expected to contribute to the rent.
The Severe Disability Premium she gets in her ESA will end (£****.70/week) unless he also gets Daily Living PIP.
She will lose the single person discount on her Council Tax but her Council Tax Reduction will likely increase (that will depend on the rules for her local authority).
Ant savings he has do not affect your mother.
When she reaches pension age the ESA will stop. She will get her State Pension. What else she gets ant the time will depend on her circumstances at that t8me but is likely to still get Housing Benefit and CTR and possibly Pension Credit.0 -
