UC - How to officially Declare a Fit Notes When Journal Doesn't Send a Fit Note Task

Does anyone know the definition of what is meant to "declare" a fit note in UC Regulations? I've just had my assessment after waiting 3 years and awarded LCWRA by UC.
The UC Decision Maker has denied me arrears of 2 years for LCWRA. They say I've not "declared" Fit Notes for a period of 9 months - 7 months after the start of claim.
Instead they awarded arrears for 1 year after the end of this 9 month period. I have a Dual Claim with ESA and UC claimed 2 months after ESA for the Housing Element.
There were 3 occasions when the UC system or JC Agent didn't send a Task to my To Do list between July 2020 to April 2021. (Does anyone know if this is automated or a manual task by Workcoach?)
I submitted a journal for each 3 month Fit Note during this 9 month (covid lockdown / restrictions) period for the attention of my named Workcoach stating that I had a had new fit note and the start and end dates and that I'd posted these to the Job Centre.
I even have an entry in my journal for one for the 3 fit notes from my Job Centre Agent telling me they recieved it and it was "all ok"and a copy of one of the letters I sent to the Job Centre for a 2nd one.
Any similar experience or responses to my questions on whether the Fit Note task is automated and definition of "declare a fit note" will be much appreciated.
