I assume that as their (DWP?) records already show one of his parents as dealing with our son's affairs at the Dept (and as such they already transfer the usual monies to that parent's bank account) it makes sense if they then used a similar route for the WHD £150. That's what I meant by 'proxy'.
One thought though: if our household's energy account was not in the name of the DWP's named parent then they could not have paid the £150. The whole thing seems to be flawed and some folks, fully entitled to the £150, might well lose out. That would be scandalous and if true, something that an organisation (like Scope?) might lobby on behalf of any losers.
I don't know if this helps others or not - I truly hope it does.
Thanks to others for contributing their experiences. It really helps to understand how these things affect other folks.

For me the question is how do they know who your energy provider is? Ive never told them.1

My theory is that the award is attached to the person and thus the address of where they live. Would there not be a way of the powers that be being able to find out who provides the power to that property? Just making assumptions as I still don’t know how my son qualifies!2

I have just had an email from Octopus saying they have received instruction to pay the £150 credit to the account. Still can’t fathom why!1

I have been Excluded from the Warm home Discount this year because my property has a C RATING for energy performance (EPC) (energy performance certificate) meaning that my property has a very good rating for energy efficiency HOWEVER!!!
I checked my certificate on GOV WEBSITE to find that it is currently 9 years old and expires next year meaning that the Government have Determined my eligibility for the Warm Home Discount based on a energy performance Certificate that is 9 years old!!!
They don't care that I suffer with disabilities or that my income is terribly low they don't careregardless of energy rating we are still paying sky high prices for our energy etc etc
My flat is certainly not a C RATING on energy performance maybe 9 years ago but not now
I am currently living and sleeping in my living room because the bedroom/hallway/bathroom will not maintain any heat the flat itself has poor insulation0 -

I would somewhat be inclined to agree with you on the basis that the certificates are only reviewed every 10 years
My certificate was reviewed 9 years ago as a C
Since 9 years ago this property has become significantly worse for wear
Holes in the ceiling gaps in the front door poor insulation the entire flat doesn't hold any heat in whatsoever using over £35 per week just in gas alone god nose what will happen when the £66 electric is gone in 3months for example
Either way I suspect the government knew what they were up to with this new criteria banging on about giving us all £10 extra whilst inputting sneaky plans to make it virtually Impossible for many to be eligible
Our country has been bankrupted by them...
My heart goes out to those that are genuinely struggling more than myself I just want people to understand that I feel their pain right now because what is happening right now is disgusting ☹️🤕0 -

The vouchers are probably from the £400 energy grant. Thw warm home discount is different and it's £150 if you're eligible. If you live in England or Wales you don't need to apply, if entitled you will automatically receive it. Some details here. https://www.gov.uk/the-warm-home-discount-scheme

I'm on full UC (LCWRA) and PIP living in a freezing cold Flat that doesn't maintain any heat whatsoever full of a chest infection for the past 7 weeks
But because of a 9 year old Energy performance certificate that says my flat is very energy efficient at the time of the assesment the Tories have excluded me from having the Warm Home Discount
You can check if you have a EPC on the GOV WEBSITE if you have a RATING of C or above regardless of the condition of your flat/house you will be excluded regardless of your income unless your claiming pension credit/savings or Housing benefit more or less the criteria has been made virtually impossible0 -

But case and point they didn't have to do this in the 1st place? It's cruel and unjust no fairness or consideration
Extra £10 on top of the £140 but with potentially millions more being Cut off from the Discount my guess is that the Gov are actually saving more from this new policy than the last even with the £10 increase
What they have done is wrong can't expect any different from a prime minster who broke the Law and also caused a catastrophe as chancellor

Expected??? But how many people are you hearing from recently who are being knocked back
Do you believe your government when they say they expect more
It's the same as saying switch to UC you could get more money YOU COULD? but did they end up getting more money? No they didn't in fact a lot of people unknowingly lost their tax credits etc
The government say they Expect 460.000 More to be eligible (EXPECT) but truth in the matter let's wait for the scheme to close and then we will request a FOI to see just how many were entitled in comparison to last year's scheme
And I'm guessing this new WHD scheme is gonna put further pressure on the NHS due to much less people being entitled to the Support
Since when did the government decide to go solely off EPCs when we all know a majority of EPC's are either expired or due to Expire
The government have admitted that a huge majority of homes in England are not insulation and are in poor conditions in comparison to over 10 years ago
They are going off EPCs that don't mean a thing today!!! HUNT THE??? can't say the last 4 letters cause I might get thrown off0 -

Being on a low income on UC doesn't matter anymore because if your property is above a D on your energy certificate you ain't getting a Penny from the WHD unless your in receipt of Housing Benefit or income based legacy benefits which we all know a lot more people are on UC0 -

The energy rating on a property is not the criteria. What they do consider is size and age of a property.0 -
You are correct that the actual outcome will not be known until later but I have provided information available that I could find whereas your post is full of assertions. You have said the changes are a cost saving measure but that is not the stated intention.
Most properties will not see an energy rating decrease over time, (although some obviously will if they are not maintained resulting in serious dilapidation). The government can only use the available information. My property has never had an EPC done on it because a need has not arisen.
Although I disagree with your posts and I do think the new scheme appears complex and lacks transparency. On the other hand many people who could have qualified under the old scheme missed out because they had to apply which many simply didn’t do and didn’t do so soon enough.0 -

I know for a fact that a lot less people are gonna be eligible for the Scheme than before!!!
And as for your property not having a certificate because a need hasn't arisen that also isn't the point either
The real point is as follows
This Tory government have bankrupted our country LIED ABOUT BREXIT ETC broke the law left millions and millions suffering because of their policies etc
