Disabled Pass for Students

Hello - son has epilepsy and is currently in Uni in London. He's living there during term time and pays rent etc and is home during uni holidays.
Would he be eligible to apply for the London Freedom pass as it would help alot with bus and tube costs?
He was automatically eligible for the free bus pass at home - because of his epilepsy - but of course can't use that whilst in London.
I'm just wondering do the London councils consider students elgible whilst at their term-time addresses/in hall etc?

Just to add - it's a recent diagnosis and he's not medically allowed to drive - he's had to hand back licence etc.0

I live in the NW ....I use my disabled persons bus pass in London....I use it in lots of towns .....I thought all free bus passes can be used anywhere in England....or do you live out of England?

We’re in Wales so don’t think his current bus pass will work outside of wales. Also no tubes in wales so freedom pass useful for that as well as buses.0

Your son should apply in England, the worst that can happen is he's refused.
Q. Where can I use my Welsh Concessionary Bus Pass?
A. You can use your Welsh Concessionary Bus Pass on all local bus services in Wales. You cannot use your Welsh pass for travel in England and you cannot use your English pass for travel in Wales.
