Removal costs under the HDF

I have a family who have found a property in London they want to mutual exchange with.  The family are originally from London they are on benefits would they be eligable for removal costs under the HDF

    Just so that I understand fully, could you explain what you mean by 'HDF'? 

    Have you spoken to anyone from Citizens Advice or perhaps searched on Advice Local at all? They might be able to help with any information and advice.
