Hi my partner currently claims state pension and I'm on uc and pip he has recently been accepted for carers element and waiting for payment but we need to know as I am currently doing a appeal against my decision for lcwra do I have to inform the appeal about him claiming carers element and will this affect it in anyway thank-you

No you don't because it's not you that claiming the carers element, it's your partner.Do you know which descriptor you think applies to you and why? To qualify for LCWRA you need to satisfy at least one of the descriptors, which you can see in the link i posted above. This is what you need to concentrate on for the Tribunal.
