This is really interesting as toenail cutting is a real nightmare!  When my student son is at home I do them, and I authorise DP employed helpers to do them, but agency while he is at uni just won't!  Says they are not (CQC?) allowed to under their registration even though they have "Treatment of Disease, Disorder or Injury" level of registration.
I have had ongoing correspondence with the managers about the actual wording of what "personal care" entails regulation wise, but they just won't budge.  I even spoke to the head of NHS community podiatry in son's Uni city and she told me quite clearly that agency staff CAN do them but there has been a sort of urban myth spreading in care agency circles that they can't do any toenails, even if no risks like diabetes or whatever.
She even said that they can train agency staff but even when I passed this on to the agency (who are good in many other ways) they refused.
So son has to pay up to £45 every few weeks to go to a private podiatry place to get them cut...but that means they get longer than is ideal before they are dealt with.
Luckily in a way I got this recognised in his CHC PHB plan and so he does have a budget for it; but that's not really the point!
