Pip question

Hi I have previously wrote regarding pip and received answers thanks. I have a question as I can't find a similar situation.
I applied for pip January 23. I had my telephone assessment 19th June 23. I received a text later that day saying they had received report and it could take 8 weeks etc for decision. Today, 4 July 23 I received a further text saying we have not yet made a decision on you pip claim we will write to you when we have made a decision.
Is this unusual - as I thought the next text or letter I would receive would be the decision . Thankyou
