Moving From PIP to Attendance Allowance

Afternoon Folks.

My father currently gets PIP Mobility Lower Rate, he is over the state pension age too.

We phoned PIP to update on his Health Condition, as he has gotten worse over the past year.  They had mentioned that since we are in Scotland they will need to move us over first.

In the mean time, my Mother has quit her job as she needed to provide more help during the day and night, she was only working part time.  This will also allow them to move house with no stairs.

I was helping them with all the applications etc, and realised (My Mistake) that carers can only be applied for by people on the Care Component.

Obviously they would be unable to get this until At least November when PIP gets moved to the Scottish Adult Disability.

I also noticed that when you are over the State pension age, the mobility part cannot be changed even if health has worsened.

Anyway my question.

Is it worth while my Father cancelling the current PIP claim, and move over to Attendance.

Is it as easy as just applying for Attendance allowance and then PIP would stop?

Kinda all my fault this, as needed them to move house, as they cannot manage the current house they are in, he has Advanced COPD, and Rheumatoid Arthurites, and live in a flat that has 3 sets of stairs.

Is it possible that UC will sanction them as she left her job to do more care for him?

    Hi @pr0xibus - & welcome to the community. The problem I see in your Father's case is that Attendance Allowance (AA) is more about the care a person needs (acknowledging that it's expected that mobility problems may just be part of getting older). I also think you can't claim AA if entitled to PIP (I don't know if this would be any different with ADP). He would also have needed to have had care & supervision needs for at least 6 months prior to applying for AA.     As far as UC goes, my understanding is that your Mother's claimant commitment can be adjusted due to the care she's now giving. Please see: https://www.entitledto.co.uk/help/caring-overview-universal-credit
    Has she reported the change of circumstances that she's stopped working to UC?

    My father has advanced COPD, struggles to walk less than 20m without resting, along with reumatoid arthritis this was the reason on applying for PIP, but noticed for PIP that when you turn pension age the mobility part cannot be changed, he has gotten alot worse since starting.

    He has needed care for at least 6 months before but, my mother helped when possible but she had to work too, 

    She just finished today and I updated her UC to notify them that she will be caring for my father, but since she is not entitled to carers allowance YET I wasn't sure if UC would sanction them

    I must admit that it sounds like you put in for a 'Change of circumstances' when you rang the DWP to say your father had worsened, but it sounds like he rather will be moved over to Adult Disability Payment.....so a new claim form to be filled in anyway!
    The mobility part of PIP can be increased in some circumstances after state pension age (I've got a link to that I'll have to read through again), but again, don't know if it would be relevant to ADP.

    Yeah when he worsened he tried to update PIP, they said since we stay in Scotland he will get fast tracked to Adult Disability, which I believe starts on the 1st of November, they will then phone him up asking what the changes are.

    I'm just terrified that UC will sanction them as my mother quit her job to help him more, and since she won't be entitled to Carers allowance until PIP ask for the changes, this would then allow my father to get the Daily living too as he is just on Mobility lower at the moment.  TBH he should have been daily living to start with but the way the interview was conducted he didn't question it.

    They are also a gold status on the local council for housing, we are trying to get them moved from a 3 story flat to a ground floor in my local town, that way we can help with things too
