How does disability premium work and why do does it say i can apply for universal credit aswell as my ESA

Disability Premiums are only payable with the old Income Related ESA, or as a top up with the old contributions based ESA.
They are not payable with New style ESA. You can claim UC with New style ESA but the ESA will be deducted in full from any UC entitlement.
If you're claiming Income Related ESA this will stop 2 weeks after you submit a claim for UC.

If your ESA is Income Related then it should already include the Enhanced disability Premium (known as disability income guarantee in the letters)
The severe disability premium (SDP) is only payable if you're claiming a qualifying disability benefit such as PIP/ADP daily living or DLA mid/high rate care, live alone or treated as living alone and no one claims either carers allowance or carers element of UC for look after you.
The disability premium isn't paid at all when claiming ESA. It's only payable when claiming Income Related JSA or Income Support.
How much is your ESA per week?
Do you live with a partner? if so do they work or are they named on your ESA claim? Do have any other income such as pensions?

I don't have any other income other than my pip but I know that's not relevant, I'm in the support group and live with my brother who was self employed for 30 year's but has recently become unwell and can no longer work due to his health, as far as I'm aware he is claiming UC and that includes him being the sole tenant of the property we live in since my mother died a while back I don't claim housing benefit I'd also like to know if you can help what kind of housing benefit I might be able to claim as a long term claimant for both mental health issues and physical health and if and what kind of property i could maybe get im 46 and it would not be possible to share with others obviously i share with my brother but I also have not left the house in over a year0

At the moment as you live with your brother you will not be able to claim for help with any rent.
You can put your name down on the housing register in your area but don’t expect to be rehoused quickly because it could take many years. https://www.gov.uk/apply-for-council-housing
You can also look for privately but it won’t be easy to find a landlord that will accept someone claiming benefits. If you do manage to find one they may ask for a guarantor.If you do manage to find somewhere to live you will need to claim for UC for help with any rent. This will then any any income Related ESA 2 weeks after you claim UC.0
