I have filled out the response, I can't believe they are looking to offer the responsibility to local councils. Local councils are completely unable to cope with the workload they have already and they have an incredibly selfish and unempathetic approach.2

hard going but I enjoyed this bit:
13.Do you think any of the PIP activities should be removed or re-written and why?
Evil grin. Behold me, a bent grey haired old lady trundling around dependent on my rollator and not able to use public transport.. Any normal person who saw me would say, "That lady has mobility problems ". Closer examination would reveal a twisted leg, one shorter than the other and limited ranges of movement. How excellent that there is PIP to help me maintain my independence, for instance paying for the taxis I need to attend my GP practice for routine blood-tests monitoring my autoimmune disease. Not. Because I can walk more than 200 yards I score 0 for mobility. Which is farce but I get the ADL bit.
14.Should we consider adding any new activities? If so, which activities should be added and why?
Just set a sensible intelligent definition of mobility
it's my party-piece, leaning on my rollator and telling people the DWP doesn't think there's anything wrong with my mobility, anything I might actually need help with. Yes, they are funny in a sick sort of way.
But the sheer hilarious brass nerve of that which fortunately due to the impending election is almost certainly now high comedy. No, no, we're not going to give you money, we're going to instead give you physio and mental health support and everything that you should have been getting as a matter of course,and that, had you been getting you might even be on the road to recovery and not need to apply for PIP, and make out we're great benefactors by so doing.
