Can anyone tell me if everyone will be moving over to UC no matter what your situation is

No, not everyone. Some people are claiming contributions based benefits, which are not part of UC. Only those that are claiming either Tax credits, housing benefit, Income Related ESA/JSA and Income Support will be moved to UC.
