Most PIP reviews DON'T require a health assessment??

Hi,
I have just read the recent news reports about PIP review waiting times. Stephen Timmins said this -
Sir Stephen Timms MP, Minister for Social Security and Disabilities, stated that while the department strives to complete reviews promptly, the volume of applications has significantly increased. “We make every effort to conduct award reviews as soon as possible. Most decisions are made without the need for an assessment by a Healthcare Professional,” he said.
I thought that most reviews DID require an assessment? Has this changed?

Or perhaps he meant that most people won't have a face to face assessment. I thought that most people did have an assessment of some sort

Nonsense. I'm on enhanced for both and mines been passed to assessment services (maximus) so likely to have an assessment soon after 13 months of waiting and that's with a lifelong condition and no changes and I got it first time no appeals or tribunal.. Some may get lucky and have paper based but the majority of us will still have an assessment.

I had a paper based assessment (no phone call at all) and ended up with enhanced for both - for 10 years, 2 years ago !

Maybe it's the case by case basis. Or depending on where you live.
I have had two f2f assessments so far.
