When claiming UC help with the rent is known as housing element. Housing benefit is a completely different benefit paid by a local Authority but can only be claimed if living in either supported or temporary housing.
To claim help with your rent you would only be able to do this once you move into the property. If you have liability to pay rent to a landlord then you can claim help with the rent, if you're entitled to UC.
Once you move in you will need to log into your journal, if you have access to one and report a change. The click where you live and what it costs and report it through there. You will need proof of liability to pay rent if you're renting from a private landlord. If renting from social housing you will not need proof because they will contact your LL directly.
