When claiming UC help with the rent is known as housing element. Housing benefit is a completely different benefit paid by a local Authority but can only be claimed if living in either supported or temporary housing.

To claim help with your rent you would only be able to do this once you move into the property. If you have liability to pay rent to a landlord then you can claim help with the rent, if you're entitled to UC.
