Disabled Toilets

I have been both a carer and I am now cared for. What I cannot understand is why are Disabled toilets are so disgusting? I became a carer when my eldest son was born with cerebral palsy and had to use Disable toilets. This was in 1970's, most were basic low level toilet /sink/ grip bars. I had to often change him on the floor which was usually filthy or wet or both. Forward 50 years Disabled toilets have changing tables, hoists, automatic lights, hand dryers, foot press door openers etc yet twice in recent weeks I have used a Disabled toilet, 1st in a supermarket with at least 2 inches of dirty water on the floor, hand dryer was broken, the light blinked on/off constantly and the door had to be opened by a member of staff, upon opening she said "We keep it locked to stop everyone using it." She shrugged her shoulders when we saw the state it was in then Said " You dont have to use it if you dont want too." and walked away. 2nd a council run Disabled toilet, upon opening the door the smell was overwhelming from used nappies and pads spilling out of the open topped bin, the floor and walls were filthy, the toilet was blocked and the seat was missing. I had no choice I had to use the 1st and the 2nd I wouldn't. I shouldn't have too put up with the complete disregard for my toilet needs that some organisation think its ok to deliver a second rate service too.
