mobility scooter concerns and other tips re: elderly father

hi-i'm new and wasn't sure what section to put this in.....
Hoping someone can give me some tips and help.
My father who is 80, uses a mobility scooter to go to the shops regularly in his area. The area is a congested 'ghetto', with youth racing around in cars and turning corners fast. The pavements are all taken up by cars park on them, so there is no room for him to drive the scooter on them. It's generally a neglected area by the council and it's difficult to get he council to do much in eh area , unless you know someone directly in the council. Lots of corruption.
I am very worried as my father has to drive in the middle of the road and turn junctions where cars turn in a residential area. They are not major roads, but are very busy maze like residential roads.
I am thinking of getting him extra lighting for his scooter for a start, so he is more visible in gloomy or dark weather/night.
He carries an unstable umbrella sometimes and this means he is using one hand to control the scooter. Anyone know of any good attachable umbrellas for mobility bikes?
I also wanted to write to the council to put up slow down aged/ mobility users or something to the effect . as there are a large number of elderly people in the area. Has anybody ha any success with anything like this?
He is only driving a very short distance, along the same road to the shop, but it can still be perilous. Being 80, he doesn't seem to grasp the dangers.
Any tips would en most helpful.
