It's too early to receive the uprating letter, usually it's around March.

I've been claiming ESA for 10 years and have never had the annual letter as early as January. You can see the increases in the link posted above.

Back in 2022 I also received the letter of uprating after I received the new payments, it really is no big deal.1

I know someone who got it today0

There's still plenty of time to receive the annual uprating letter.

Friend of mine received theirs today from ESA. No PIP and I haven’t received that either yet.0

I am curious as to why you are concerned about getting the letter when the rates are published and have been available since November..1

Everyone should get the letter, but the Government does send out and do things in stages.
The help with 'utility payments' was done in stages.
It's a Government thing, if an asteroid was to hit the UK in the next 15 minutes, the Government would hold a COBRA Meeting in 20 minutes, go figure.0 -

When managed migration does take place you will receive a Managed Migration notice which will advise you that your ESA will stop in three months which will give you three months in which to claim UC to continue to continue to receive benefits.
You will not be simply told about a change through your annual uprating letter.3
