I think this COMPLETELY new scheme using an old name stinks

I've been eligible since I moved in in 2015 till this year, all because they have changed criteria

    Why?
    Surely those claiming a means tested benefit and those who receive the SRP are going to be more financially vulnerable than everybody else?

    Low income refers to people claiming certain means tested benefits. High energy costs doesn't automatically entitle anyone to the WHD. What they look at is the size and age of the property you live in. I'm another one that's been claiming it for quite a few years but didn't qualify this year because my home isn't big enough, dispite having high energy costs because of my disability. So the "high energy costs" is misleading.
