Review length - assessor report

I received my assessor report today, no decision letter yet and wasn't paid yet this month (was meant to be yesterday) the assessor report recommends a review in 18 months. Given they generally send out the forms around 8 months in advance, if they go with this time scale, does that mean I'd be in the review system again later this year?
It seems a little counterproductive considering I had a face to face assessment in March already this year, has anyone had this?

The assessment report is a recommendation only. Whilst they do usually go with it, it has been known for them to go against it.Once the decision is made if you’re not happy then you can request the MR even for just the award length.0

Not sure on the rates yet but because a decision was made after the initial instruction for the previous amount was sent to the bank, they had to recall it before sending a new amount, so with bank holidays now any monies won't come through till late next week, but good to know there will be something and I'll budget in the meantime. This board has been so helpful in this process.0
