Can pip use an old form?

Hi, I've never posted on here before but I'm hoping someone may know the answer to my question as I can't find it anywhere. My question is, can pip use an old form. Let me explain...
I tried claiming pip in 2021, I got turned down for everything, and I never bothered going to MR. Fast forward to April 2022 and I called them to start another application, however because of all my problems with my mental health I just wasn't up for it so I never filled out another form I just left it thinking that it would cancel the claim, however I then received an appointment which I attended, I then learned that they used my old form from 2021. The one I never got any points from, however this time I was awarded the daily standard living. So I then went to MR and got the same result and then at appeal they gave the same result again, I put i couldn't attend because it was to much for me to handle so they went ahead without a hearing. However I'm wondering were they really allowed to use my old form? Also I asked them to look at the question about making journeys on my own, I.can do journeys I know but not unknown ones on my own because ot causes to much distress and I have panic attacks. They never even looked at that question at the appeal they just said appeal refused/denied. Thanks so much if you've read all my ramblings

In this case yes they can. If there’s a vulnerability marker on your file they can use their discretion to continue with your claim even if you don’t return the form.I think it’s a very good thing because if they didn’t do this you wouldn’t have an award at all.Paper based decisions for Tribunal have a very low success rate and only about 5-8% of paper based hearings are successful. Choosing to either attend in person or have a telephone/video hearing gives a much higher success rate at about 70%.2
