Hi, this is my second time applying for pip, refused last time , but when I had my phone assessment 7th July, she asked me things , that they knew from previous application, if that makes sense , is this normal?

Yes they often do this and it's normal. Was there any reason why you didn't challenge the first decision? It's always better to challenge the decision rather than reapply.
