Council tax reduction and eligibility after DFG grant

Hi I live in a housing association property. I have one bathroom which has the toilet located here. I was awarded a DFG which consisted of walk in shower for chronic pain and a wash and dry toilet for a rare bowel condition. Today council tax have said I am not eligible for a reduction in council tax because I don’t have my own separate toilet or bathroom so I do not qualify??
Are they allowed to do this? Where else was I meant to put the toilet? Advice please

You can get a reduction for your Council tax if you live on your own (or with someone who is 'disregarded'), & 'may' get it if you have a low income dependent on the amount of any savings. As far as having a disability goes the criteria is usually
- an extra kitchen or bathroom to meet the needs of a disabled person
- any other room (except a toilet) which is mainly used by a disabled person to meet their needs
- extra space for a disabled person to use their wheelchair
