Carers and Caree needs

I am aware that every caree is entitled to a care needs assessment and free support / care (for 6 weeks when coming out of hospital) but what is a carer entitled to ?

nb I have not misspelt "caree"

    That is what is supposed to happen but in reality it never does - my own experiences proves it.
    I was in hospital for 4 months, I was fed via a central line. Never got out of bed.
    I was told that I would need round the clock care for the foreseeable future upon leaving hospital.
    Neither myself or my carer (wife) had any assessment, no one came to our home to check on us.

    We just struggled through it all.

    I have already been refused a care needs assessment by my LA - on grounds that I have too much savings - this is wrong - EVERYONE is entitled to a care needs assessment !!
    And this is before I even go in to hospital - my LA tells me that the NHS will deal with it "as and when"
    This is affecting me negatively - because I want to know before I go in to hospital that everything will be set up and ready for my return home.
