13 year old - Mobility

My Grandaughters condition is getting worse and I need to look at getting her on the higher rate of PIP..
She uses a wheelchair, if deaf & has learning difficulties.
We have to travel to the hospital ( she has had over 13 ops on her legs up to now) 4 times a month so need to look at getting her a car via Mobility.
She only gets the lower rate but think she should be re asssesed.
Any advice?

As she's 13 she will not be claiming PIP, it will be DLA. PIP is only for those between 16 and state pension.
