Charging a Salsa mini quickie wheelchair

Do I need to turn the chair on - to charge it?
I have read the instructions manual and if doesn't say. 
But the power meter lights only flash when it's turned on.....

    It appears to charge whether it's switched on or off

    How do I know when the batteries are fully charged ?
    The chairs "curved" led display appears to flash sequentially no matter what the state of charge is ...

    There's usually a light on the charger that goes from red to green, the latter meaning it's charged.

    Just to add, I always charge mine when it's off too.
