PIP has increased, but no backdated payment since DWP received AR1 form.

A year after the DWP received my AR1 form, I get a mini-phone assessment. Based on this assessment, my PIP award has been increased. I now get enhanced living (it was on standard before), and I now get basic mobility (whereas before I didn't get mobility.)
I asked a DWP PIP case manager about eligibility for back payment, from the time at which the DWP received my AR1 form, and they said that I would not receive any backdated payment.
Any thoughts/comments as to why this is so please? Thanks a lot.

In normal times when it's a review started by PIP if you're new award is higher you will not receive any money owed. The new award starts from when the decision is made.
However, due to the length of time decisions are taking for reviews, decision makers are using their own discretion to backdate an award from an earlier time. Some are and some are not and there doesn't seem to be any logical way that they do this.1
