Home improvement mortgage while on UC, help to buy permissions evidence for guideline H2123

I know that if I received a sum of money £20k for home improvement UC would close the claim if the money remained past the end of an assessment period.
I had a thought though, my house has a help to buy equity loan on it which means to make any alterations (adding a conservatory and knocking a wall through for a new door) I need their permission to do it. In order to get that permission it has to be based on medical reasons. So you have to apply giving the reasons and supply medical evidence as to why you need the changes.
Would the help to buy permissions process and the submitting of medical evidence to them be proof to Universal Credit that the money for the home improvement is necessary under guidelines H2123 and therefore the money (£20k) would be disregarded for up to y months while work is being carried out?
I get the impression however that this guideline is very much depending on which decision maker you get on the day that looks at it and they don't all agree with each as it's there own discretion.

Oh sorry, it's a space thing. Our daughter has down's syndrome and has bulky equipment and sensory things for her. So the medical evidence I need to provide to help to buy is for that. Sorry should of put that in my first post.0
