Rehousing with occupational therapy report

Hi. Hoping someone has some advice.
I have a 1 bed 1st floor flat rented off york city council. 2 and half years ago, my adult son (living and working in a different city) developed late onset adult epilepsy and after 6 months of not seeing a neurologist ended up coming back to York to live with me. I declared him to the council and we joined the housing list as his neurologist in york recommended he not live alone. Despite medication, he is still counted as having uncontrolled epilepsy.
I have ptsd, depression and anxiety with visceral panic attacks. I also recently had an operation to stabilise my spine - I had sponsylolithesis. Before the operation, my mobility was getting quite low and it was difficult to do things like use stairs, get in and out of the bath, walk. Having had the operation, my spine is stabilised but I am facing quite a long recovery and have constant neuralgia in my back and legs along with numbness.
We have now been on the housing list attempting to get a 2 bed for over 2 years. Originally we were put on silver band and despite bidding on anything suitable, we never got near to seeing a property. Eventually, I was advised to get a council occupational therapist to do a housing needs report for us and it was done.
We were moved to gold band but restrictions were put upon us. We are only allowed to bid on 2 bed ground floor flats or 2 bed houses with a stairlift. Unfortunately, most of these types of properties go to direct let so are never on the bidding system. The ot report is no longer current as with my back being stabilised, I do not face the same problems I did when the report was done. My son desperately needs a wet room because of his epilepsy - he has been pretty hurt whilst having seizures in the bathroom (the council will not adapt bathroom whilst we are on a council list) and we have no privacy as he now lives in the bedroom and the living room has become my bedroom.
I have got us added to housing associations that have separate lists to the council and contacted anyone who might be able to help to no avail.
I was hoping that someone might have some insight in to situations such as these.
