Refused blue badge

My grandson is 4 has autism he is non verbal and tiptoes to the degree he falls over frequently 
has mega meltdowns my daughter has tried unsuccessfully four times to get a blue badge for him
being told by her local authority that because he has no problems walking he can’t have a badge
so my question is most children or adults with autism do not in general have a mobility issue 
am I correct that in legislation autism is a hidden disability and should be entitled to a blue badge?
seems not unless you get the mobility part of DLA
my grandson gets the higher DLA but not the mobility part so he is being turned down for the badge any advice on how I can challenge this decision thanks for reading

    Having a hidden disability such as Autism doesn't automatically entitle anyone to a BB. You can ask them to review that decision and they will look at the claim again.if-youve-been-refused-a-blue-badge
