Half my PIP back pay passed to debt management

have had a similar experience regarding pip back payment from June 2022. I was re-awarded the higher rate pip and standard mobility from a previous standard award. My back payment for mobility from June 2022 was paid straight to my bank back-dated. However my backdated from Standard rate to higher from June 2022 to date was held due to a debt markers on my account. One of which, a new debt which started being taken from June 2024 for rent arrears if £856. I raised a request for help with these arrears and I am still awaiting a DHP decision from my council.
The other a tax credits over payment, from 2013 to 2015. I did attempt to appeal this several times but I never seemed to get very far in regards to responses and I was simple passed from one place to another, and complaints and request were ignored. In total i apparently owe £6500,( however I have been paying this back through my UC each month from my first UC claim in 2017 from my monthly AWARD at 25%. I was awarded LCWRA in august 2019 which was back dated to June 2019. My PIP claim at the time (2017) I was given zero points, again zero points awarded 2018, 6 points 2019 again same 2020( please note this was a phone assessment however the report stated “ that i maintained eye contact throughout and displaying no signed of anxiousness and appeared calm. What was totally not the case, I was distraught throughout and was having a panic attack on the phone. Again 2021and the I reapplied again in June 2022 annd awarded the standard rate in October 2022 which was backdated and paid at the same time. I raised a MR in april 2023 and this was reviewed and they stood by my award of the standard rate. I then appealed this in April 2024 based on disagreement with points. This never got to tribunal and was reviewed and revised to the new above award of higher rate and standard mobility.
I have attempted to ask for my tax credits recovery with HMRC & DWP to assess this debut due to a massive change in circumstances, I becoming a single parent and on a low income 2017. To being diagnosed with cancer 2019 and again in 2021 and 2022 and on long term sick with no sick pay and just SSP from December 2017 and Uc Then awarded LWRCAaugust 2019 I feel in a massive debt with not being able to pay my mortgage at the time i was told there was no help with mortgages /payments or interest rate. My home was repossessed finally July 2023 but was forced to move to rented accommodation in July 2022 and losing everything. I was Left with around £23000 of debt I just can’t clear and in a stepchange plan. This whole time, arrears payments were garnished through my UC creating an even greater financial hole.I have raised countless forms, which have been closed, letters sent to incorrect or old addresses, passed between DWP & HMRC, from UC to debt management back to tax credits. Complaints ( total 4) simple just not addressed, all dating back to 2019.
I spoke with debit management last Monday and told there was a back payment of £3256 however they would only gamine me £1900 of this the rest they are keeping. I have advised there was contact and notes added for a request to stop payment after I called March 2024 for tax credit and advised I should raise this with tax credits to recalculate and as for this to be considered to be reduced I also advised the rent arrears was being addressed with DHP and they would not consider reading any more.

For the Tax credits debt you are out of time to challenge that decision now. If you were claiming Tax credits with a partner at the time of that debt then you are each responsible for 50% of that debt so you could argue that your ex is responsible for their 50%, which would mean less debt for you to repay back. As this debt has been passed onto DWP I'm unsure whether it's them or HMRC you need to contact. I'd advise you to get some expert advice from an advice agency near you.
You can also contact Debt Management and explain to them that paying half the money would put you into financial hardship and ask them not to take the amount they've taken.
For the DHP I'm unsure whether that would be successful now you've won your PIP appeal and have a lump sum.

How long did it take for debt management to receive payment from pip if you don’t mind me asking? I’ve only just found out today my back pay has gone to them and it’s not yet on there system.
