I really don't understand why you told them your rent was lower. Do you have proof of how much your rent actually is? If you do then you should report that and tell them and then your house element should increase.

because i was desperate to rent a flat - i was almost homeless with no fault eviction - the property had been sold
at the time i did not have pip or anything not eve diagnosis
the only way the council - resident support was going to help was if i found a place within the LHA and at that time it was £1284 - my friends topped it up

Changes should have been reported when your rent increased. It's not your fault, you were just advised incorrectly. Please report the changes and tell them how much your rent actually is (assuming you have proof)

i do have proof but it conflicts with what i originally told them.. wouldnt there be consequences of the false information i had originally provided (even though it only meant i was paid less ) but it allowed me to avoid homelessness

No, not at all. All it meant was you deprived yourself of benefits entitlement. It still doesn't make sense because you told them your rent was £1,300 and you receive £1,284 and you said the 1 bedroom rate is higher than what you receive so why aren't you receiving £1,300?

that was when i rented..2 years ago. LHA was 1284 then
now it is £1440 and i am receiving 1300

Ah ok, thank you. I would definitely tell them what the correct amount is and your housing element will increase to £1,440. Times are very hard for a lot of people and that extra £140 would help a lot I'm sure because then the shortfall wouldn't be as much.
Of course if you apply for an extra bedroom for overnight care then you would receive even more.
