Hospital discharge rules (Scotland)

I am wondering if anyone can guide me regards the rules for hospital discharge when one is homeless.
When I was discharged today, I was told to present at the Homeless Service building, where accommodation would be arranged.
So I went there… and they told me that they had no accommodation, and I would spend the night on a brick floor, in a meeting room.
At night, I take codeine for my bad back, and gabapentin to prevent what feels like electric shocks in my arms.
Surely this is unsuitable?
Can anyone tell me if rules have been broken?
