Disabled and housebound pensioners

who naturally need above average energy, those with impaired mental capacity - there is a number of areas in which the winter fuel argument becomes Scope territory. My mum lived to be 95. It is grotesque to think of anyone demanding of her that she complete a form or get on the phone in her later years. Fortunately she had me. Some people have no-one. Then there are people with respiratory or cardiac disease as per this article by a doctor. My elderly patients tell me everything I need to know about winter fuel (msn.com)

It is worrying for some communities @Cantilip, I can understand what you mean about people who don't have anyone to help them with forms and the like.
I can't speak on behalf of Scope on any exact details, but I know there will be people behind the scenes doing their best to represent the voices of any disabled people who aren't able to speak up for themselves. Hopefully we'll hear more about the government's plans soon.
