lmac86 what Rachel has said is not correct.
The reason you are not receiving child element for your youngest is because your eldest child will still be registered as a child on your claim. The change of request you were asked to report regarding level of study will only stop the payment for your eldest, it has not registered that they are no longer classed as child.
You need to report a change of circumstances and remove your eldest as a child from your claim and report them as 'another person that lives with you'. Until they are removed from the child section of your claim you will not receive child element for the youngest, as it continues to register you have 3 children on your claim.

Sorry for the confusion that was caused. It's not all straightforward is it. We are lucky that we have people with such incredible knowledge of the intricacies of the benefits system.
