Do his conditions affect him enough, in your opinion, to score more highly on the mobility rate? Is there a mobility part he should have scored two more points on?

Whether it's worth challenging the decision will depend on how his conditions affect him and where exactly he scored those points for the mobility part.

For example, if it was following and planning a journey he scored the points and it was for activity 1E due to not being able to undertake any journey on the majority of days then it may not be possible to score those extra 2 points. Unless he's also claiming for physical conditions and then the moving around part maybe possible.

Please wait for the decision letter to arrive and then you can see exactly where he scored those points.

As this was a review started by DWP then they don't always award from an earlier date, as I advised in a previous thread to you. A decision maker has discretion whether to award from an earlier date, some do and others don't. There's no automatic entitlement to it.

If he had contacted them to report changes to his health condition then it would have been different.
