I’m really confused before applying for universal credit I only had to pay around £25 towards my council tax a month they paid £29 a week I’ve recieved a letter to say they are now only paying £5.14 a week and I have to pay £120 a month is this normal?

Each local authority has their own rules for Council Tax Reduction, there is no national criteria. I have seen several cases where an area treats UC and legacy benefits differently in terms of income, and how much someone has to pay.
As there is a big difference, you could ask them to check their calculation and explain the change to you.

Not that I know of.
There are two schemes, Council Tax Discount, which is national
And Council Tax Reduction, which is decided locally
