Online PIP applications are back up with 2-week extension

We have received confirmation that online PIP applications are now back online, and that there is a 2-week extension for completing the form.
"Following on from the email sent out on Friday November 29th, the technical issues we reported that were impacting on the service providing online applications for PIP have now been resolved.
Therefore, I am happy to confirm that online applications for PIP are again live. This applies to those completing their PIP2 digitally, as well as those who are able to apply using the full online service.
Due to this interruption in the service, a 2-week extension has been provided for the completion of their PIP2.
We apologise for the inconvenience and any frustration this may have caused."

when i phoned to register my pip application, i was told that as i had applied in the past online & failed. I could not apply online again. I would have to do the forms by post. Is that true???
