If your PIP includes Daily Living, then no non dependant deductions will be made to your Housing Benefit.
Council Tax Reduction is hard to advise on here, as each local authority has different rules.
Have you looked into applying for Pension Credit?
As you receive PIP your income cut off point is higher than someone who just gets the full state pension.

A PIP award doesn't automatically increase Pension Credit entitlement. It will if the person either lives alone or is treated as living alone because they would then be entitled to Severe Disability Addition (SDA) Known as Severe disability Premium in other benefits. Providing no one claims Carers allowance or carers element of UC for looking after them.
In this case if the son live with them they would only be entitled to SDA if the son is either registered blind or claims a qualifying disability benefit such as PIP/ADP daily living or DLA mid/.high rate care.
