It's not a 53 week year, it's 53 Monday's in this tax year. This only applies to those renting from social/council housing because the start of the rent week is a Monday. .For UC with housing element it's worked out over 52 weeks, which means there would be a small shortfall of rent over the period of the year.
As you were claiming housing benefit prior to UC there shouldn't be much of a shortfall.
For the extra weeks rent that was deducted from your UC are you sure that housing benefit didn't overpay you, so UC just claim it back from your UC? Sometimes this happens with benefits such as ESA. There will not be the extra weeks deduction in your next statement.
Can't advise about your council tax unfortunately because all LA's have their own rules.
