I am disappointed my landscape gardener has cheated me just because i am disable

I am disappointed, my landscape gardener has cheated me just because i am disable physicaly doesn't mean I can't see.
He has provided me with top soil full of clay stones and roots.
I asked trading standard which is about 2 miles from me to visit the side but nothing. Costing me under 10.000 and he charged me VAT.
So he is offering me £600 which £ 100 of that is refund of VAT is
Trading standard want me to wite that it's in full and final payment of this matter.
My problem is that i am tripping over the slabs the finishing is poor.
Any feed back is wellcomed.
