ASB Safeguarding Failures by my local authority 2020 -2025

Can anyone who has been left terrorised and targeted by a single or group of uncivil neighbours over a prolonged period of time that has had a severe and detrimental effect on my homelife that left me in fear and having no choice but to remove myself from potential harm from the abusers.
Turning to my Housing Officer offered no period of peace and left me with a mountaun of ASB complaints which esculated with me being threatened by one of the perportators who was armed with a knife.
5 years of living in fear and often periods of severe anxiety leaving me without what should of been safeguarding of a vulberable tenant by my landlord in Devon.
This led me to lose all faith in my council who really ignored my disabilities and told me they do not do " risk assesesments " which is thier statutory obligation and if nesacary to make " reasonable ajustment " when i approached them and asked them to safeguard me with special measures to show my rights of disability can work for me under the protection of the Equality Act.
I am the 2nd Victim of the same group of perportrators who have caused me so much greif and i am focusing on finding a new place to call home finally.
i have have no home today its been taken away from me.
I want to now bring a legal claim against my local authority who i believe are liable for neglect of duty .
Where can i find a Solicitor to act on my behalf .
if you have a simular experience and can advise me to get a claim made .
