Is your friend or her partner currently in receipt of any benefits at the moment? If so what are these?

She can use a benefits calculator to see likely rent entitlement.

she gets universal credit £600 and the usual family allowance £110 a month for one child

The council will not pay the rent. As she’s already claiming UC then help with the rent can be included with this known as housing element.
If they are not already claiming UC as a couple then they will need to do that. She will need to report a change by logging into her journal.
