Paid personal assistant pushing for more hours

I sometimes need support at home and after jumping through many hoops with my council I still haven’t managed to get help with this so I pay privately for support.
I am only able to afford low hours. This isn’t perfect but it is the best I can do for now. My previous PAs did the work because they had the gap in their hours or had school age children so work during school hours, so were fine with doing a three or four hour weekly shift.
When looking for new PAs I’m finding some of them put a lot of pressure on me for more hours. Obviously I am unable to do that so have to look for someone else. I found agencies can’t be consistent with one or two regulars as they fill sickness or cancellations with complete strangers even though I tell them I’d rather miss the appointment.
Does any one have experience of dealing with this? Although I can see it would be useful for the PA to have more hours I can’t understand why they would apply to work with me knowing I’m only offering limited hours and then try to push for more.
I’m not sure what I’m asking for but I feel like I’m screaming into a void most days so I’m writing it on here.
