Date of change

I wrote last week in regards to PIP renewal claim, received the renewal form in Nov 23, as my PIP was due to expire April 24. Had an operation in Dec 23, which worsened my condition during my recovery, I received a letter telling me PIP had been extended until July 25.
I sent my first evidence for the review in April 24. I then rang PIP and asked for a review but was advised this was not necessary as the renewal process had begun. Over the next 8 months I provided further evidence of the change in condition. I eventually had the review on 23rd Jan 25 & received a decision dated 14/02/2025 stating my mobility rate was being increased to enhanced from standard. But the enhanced rate was only payable from the date of the decision. I rang PIP on Monday, & asked for them to look at the Date of Change again and asked for the reason that date was decided. I was passed to a Case Manager who sounded surprised that the DOC was the date of the decision, there was no details from the DM on why that date was used, It has been passed for a review but it can take up to 15 weeks. Has anyone come across this before and what is the likelihood the Date of change will be adjusted

This is standard practice with a review started by the DWP, to use the assessment date for the new rate.
It's only when making a Change of Circumstances yourself that would definitely use the date of change. Whoever advised that you couldn't put in a CoC after the review process had started was incorrect.
The decision maker does have the discretion to backdate it on a review, but it sounds like they've chosen not to in this case.
I'm not sure what the likelihood of change is now, but hopefully it is a positive outcome.
