See attached image. I am migrating from ir esa to uc because I have received the migration letter. What does it mean it might not be approved? Is this true even for migrations?

Yes, it is true. As soon as you submit your Universal Credit claim, that ends the legacy benefits, regardless of what happens next.
However, the only reason someone would be rejected when migrating from ESA is if they had too much in savings and had not told ESA, or if they fail to verify their ID, or if they don't accept claimant commitments. So far I don't think I've seen a single case where someone was actually not approved for UC during migration.
