PIP & mental health

I have just read that there are plans to scrap all payments made on PIP to people with mental health illnesses. What I have read it, they are making it sounds like these cuts will be made immediately. I have posted before about the likely timescale of these reforms, but they can't just take away PIP immediately from people who have mental health issues can they? (Ironically, it is people with mental health issues who will suffer the most, arguably, as not being able to cope with stress/worry/pushed to more serious actions after all this.)

Also, do you think this is likely to be for new claimants or for existing ones as well. THanks
