council tax benefit advice

I have applied for council tax reduction. I am in a mixed aged marriage where my wife is retired and I am 52. I am on full PIP.
We have been awarded Couple 35% Cts but I have looked at our area council tax and it says there are two band A's. One is disabled Band A and one is normal Band A. As far as I can see we have not been given the disabled band A.
We have just had a wet room extension built onto our property.
I am just wondering what is the disabled band A and if the council have made a mistake by not awarding us this.
Our council tax department is so hard to get hold of or even get the right information from

There are two different schemes that run alongside each other, Council Tax Discount (national) and Council Tax Reduction (local).
Council Tax Reduction is paid on the basis of low income, each area has different rules for this meaning it's very hard to advise on individual cases from here.
Council Tax Discounts are set nationally.
You are querying a Council Tax Discount.
