Sure, they're renting their property from their housing association, but they never submitted a housing application to the first housing association that was managing the property when they applied for housing. Did they? Of course, they didn't.
People cannot directly apply to housing associations for general housing needs/accommodation. They can only apply directly to housing associations if they're applying for the private housing, housing for people with special needs, or those for people of a certain age, managed by housing associations. Housing associations do not take applications for outside these categories.

OK passerby, thanks for the advice/info. I've found out the family have asked the H. A. about this situation and we're told pretty much told what you said I.e. They won't be kicked out and succession is likely passed to partner (father), and if after father passes then most likely the adult child wiil not keep a 3 bed and will be offered something smaller. So I guess at least they know where they stand now.
